What is an Importer of Record?

The IOR is the legal entity held responsible for a shipment entering a country — liable for all customs duties, taxes, compliance with import regulations and proper documentation. Without a compliant IOR, your goods may be seized, destroyed or returned at your cost.

When Do You Need an IOR?

You need an IOR whenever you import goods into a country where you do not have a registered legal entity. This includes one-off purchases, project-based imports, trial shipments and ongoing supply programmes. The IOR takes on the liability so you don't have to establish a local company.

IOR vs Customs Broker

A customs broker files declarations on your behalf — but you remain legally liable. An IOR takes on full legal responsibility. The distinction matters enormously: if something goes wrong, a customs broker's liability ends at the paperwork; the IOR's does not.

Delivered Duty Paid (DDP) means the seller/IOR is responsible for all costs including duties and taxes to the point of delivery. Delivered at Place (DAP) means the buyer is responsible for import clearance. For most B2C and cross-border eCommerce scenarios, DDP creates a better buyer experience.

Dual-use goods have both civilian and military applications. They are subject to export control regimes including ITAR (US), EAR (US) and equivalent frameworks.
